Quick guide about medical treatment in international situations

Medical treatment in international situations means that you receive treatment in some other country than your country of residence or that your country of residence is not responsible for the costs for medical treatment. The quick guide provides an overview of how you can check your entitlement to medical treatment and claim reimbursement for the costs for the treatment.

Medical treatment in Finland

Residence in Finland

If you are a resident of a Finnish municipality (i.e., you have a place of domicile in Finland), you are entitled to all necessary treatment in the public healthcare system. If you are permanently resident in Finland but you do not have a place of domicile here, you should check your right to medical treatment with Kela.

Apply for entitlement to medical treatment

Apply for entitlement to medical treatment if you move to Finland from an EU or EEA country, Switzerland, Great Britain or Northern Ireland and you wish to receive medical treatment.

Working in Finland, family members abroad

If you work in Finland, your family members who live abroad may be entitled to medical treatment in Finland.

Temporary stay in Finland

If you are covered for health insurance in another EU or EEA country, Switzerland, Great Britain or in Northern Ireland and you stay temporarily in Finland, you are entitled to medically necessary treatment if you have a European Health Insurance Card.

If you do not have a European Health Insurance Card, you should apply for a card in your home country. You can also contact Kela’s Centre for International Affairs. The Centre can verify if you are entitled to treatment.

Seeking treatment in Finland

If you wish to travel to Finland to obtain treatment here, you can seek treatment in the Finnish private or public healthcare system.

Medical treatment abroad

Residence outside Finland

If you are resident abroad, you may be entitled to medical treatment for a user fee corresponding to the fee paid by local residents. In order to obtain treatment you must usually register with the health insurance provider in your country of residence.

If you have a statement from the public healthcare provider supporting the granting of prior authorisation, enclose it with the application. You can also apply for authorisation later.
